David had confidence in facing Goliath because the Lord was his shepherd. The Lord had shown up for him in the past, and David had faith that he would do it again.
David could identify with the picture of the man who stole his neighbor’s sheep. It stirred up the exact feelings in David that God wanted to bring up.
Where we put the emphasis in the first line of Psalm 23 can change the meaning quite a bit. Depending on where we are in life and what we are experiencing we may look at it differently.
Shepherds meet the needs of their sheep. That is just what shepherds do! The psalmist is describing what it means to not have want, to have needs met.
We can live without fear. We can experience the goodness of the Lord because the Lord is MY shepherd.
